The year category header is very similar to the Wikipedia template with the same name, being used on categories regarding years and decades for the sake of navigation. To use it, simply type a year between 1991 and 2024 on the "1" parameter. This will show the four years before and after the selected year. Alternatively, type in a decade between the 1990s and the 2020s, which shows all of the year categories in that decade.
